Cosmetics are regulated by the CDSCO. Importers register with the CDSCO and obtain a import license (Form 20/21) for each brand; the manufacturer must be listed in the SUGAM/POPS portal. Labels need to carry the importer, manufacturing date and ingredients in English.

EAC conformity & state registration

The Eurasian Economic Union (EAEU) regulates cosmetics under TR TS 009/2011. Products need EAC conformity and state registration (SGR) through Rospotrebnadzor, with a local importer of record and GMP/ISO 22716-aligned production.

GCC conformity & Halal documentation

Gulf markets (UAE, Saudi Arabia, etc.) require GCC/EU-style conformity plus market notifications — UAE ECAS/SCPN, Saudi SFDA/SCPN and NAFISA. Halal certification is increasingly mandatory (e.g. Saudi SQM/SFDA Halal), and Arabic labeling is required.

European Union 🇪🇺

EU 1223/2009 & CPNP

EU cosmetics follow Regulation (EC) 1223/2009. Each product needs a CPNP notification, a designated EU Responsible Person, a Product Information File (PIF), a safety assessment, and GMP/ISO 22716 manufacturing.

Each SEA market has its own authority — Indonesia (BPOM), Thailand (FDA), Vietnam (VFA), Philippines (FDA), Malaysia (NPRA). Indonesia and Malaysia require Halal certification for many cosmetics, and local notification is mandatory before sale.

What does the EU need before I can sell?

How long does market entry usually take?
